Tales and legends of this serpent are told in villages and towns all across the world to this day, but it is in actuality a Cookie, still keenly looking for their opportunity to rise to dragonhood. With dough wrapped in an outer layer of snake fruit skin, this Cookie has become exceptionally skilled at hiding their true intentions. A first glance might make it seem like the Cookie works hard, following every order from the master of the Longan Palace to the letter, taking care of every matter large or small that takes place within the palace! If the master commands, no terrain is too harsh to traverse, no ocean too wide to travel! But in the serpent's den, sinister laughs and hissing can be heard... Maybe it's not long before those venomous fangs are revealed."
Headcanons
They were a Snake (Chocobra, specifically) before they were a Cookie. They take on the appearance of a Cookie to fit in, similar to the Dragons. However, when Snake Fruit gets tired, they revert back to their snake-shape, unlike the Dragons. In this way they're similar to Kumiho Cookie. Whether they can maintain their Cookie form on their own or whether they're borrowing power from Longan Dragon Cookie is up for debate.
They figure since they can become a Cookie, then certainly they can become a Dragon.
On one hand it's nice and cozy to curl up in a much larger Cookie's lap to be pet like a cat. On the other hand it's so very undignified!
Notes
I can do a more "human" verse where the situation calls for it, wherein Snake is a snake (in this case, just a cobra of some sort) that achieves Human form instead of Cookie--Cookies are pretty tiny, after all (though they're still quite short as a human--4ft 11in). The end goal (dragonhood) stays the same, of course. This version would fit best in feudal-fantasy Korean / Chinese / Japanese settings.
Alternatively, if I know the fandom, I can alter them to fit into it.
