Their primary ruling is to play things safe and keep a low profile. The "Tianquan" of the Qixing, Ningguang, is the only exception. Ningguang is a professional businesswoman, having accumulated her wealth through hard work and perseverance. Zhongli recalls her selling her wares at Yaoguang Shoal barefooted, and considers her to be a rare gem as she always presses on regardless of the situation.[6] She has a very refined business wit, making use of a massive intelligence network and pawns to outplay her competition, although she makes sure she knows of their weaknesses before doing so. [7] She appears to be motivated by sole interest of making mora,[8] which often makes others have a negative view of her. Being the Tianquan of the Liyue, Ningguang is also devoted to Liyue's safety as she maintains law and order.
Despite her wealth and the extravagance of her Jade Chamber, Ningguang is surprisingly modest when it comes to food, preferring simple and basic dishes, showing disdain towards more luxurious food such as Golden Crab.
She has a mixed view of Beidou; while she admits that she respects her, the captain's constant rule-breaking often frustrates her to the point where she typically loses her calm and wise composure.

Ningguang has a tall, curvy build with fair skin and light red eyes. She has long, straight, but not blunt, thick white hair that splits into two parts with a bang tied on top of the head by a black hairpin.
Ningguang wears a white, high-necked sleeveless qipao dress with side slits that reach up to the thigh, and decorated with a neck wrap made of fur, yellow patterns with gold banding, and black lace along the edge, with her Geo Vision on her left midriff. In addition, she wears a pair of dark gloves with long, ruffled extensions stretched from the upper arm, and a pair of fingernail guards on the ring and pinky finger of both hands. She also has a red tattoo on her left thigh and wearing a pair of brown high heels. She also carries a smoking pipe with her.
