Volo became involved in studying myths and legends from not only Sinnoh, but other regions, which became his obsession and drive. Seeing Akari in Canalave City at a library, he noticed how shy and scared she looked, and decided to trail her from there to the orphanage where he saw she was treated badly. And this started on his path to attempt to create a better world.
He read up on legends of Arceus and how he created the universe and this particular myth intrigued him more than the rest.
After seeking out Sendoff Spring due to Giratina being one of the children of Arceus, Volo managed to form a partnership with the Renegade Pokémon and had him open a rift in space-time to travel to the long begotten past, and search for the plates in order to summon Arceus. Giratina went back to the Distortion World until the time was right to strike.
Volo appeared in Turnback Cave and from there, he met Professor Laventon who taught him how to make Pokeballs and soon Volo had his first ever Pokémon, a Togepi. And soon, the rest of his team soon followed. He treated them with deep friendship and love, something he found trouble experiencing with other people.
Becoming a member of the Ginkgo Guild was far too easy. No one suspected him, so he was free to go as he pleased…unless it came to work.
Volo first appears as a curious man intrigued with the lore of vast regions, though is most familiar with Hisui, and is knowledgeable on Pokémon both regular and legendary. He also enjoys seeking out unique individuals.
Underneath his friendly façade, Volo is an egotistical, sociopathic, ambitious, and malevolent man obsessed with finding Arceus. His desire to subjugate Arceus is so strong that he declares that nothing will stop him in his path to destroying the world and recreating it in his own image. However despite these negative traits, Volo holds an incredibly soft spot for Akari and can’t bear the thought of ever hurting her.
