Aside from a different skin tone and retaining his Saiyan tail, Turles looks exactly the same as Goku does, even virtually identical height and build. Their slight difference in hairstyle is that Turles is given at least two "devil horns" (this spikiness of his hair is excluded for Ghost Turles' appearance in Dragon Ball: Plan to Eradicate the Saiyans remake and some Dragon Ball Heroes trailers, but Turles still has this in every other appearance). In the Dragon Ball Z: Anime Film Comics, it is stated that the reason why Turles and Goku look alike is that the facial patterns of each warrior are similar within the low-rank Saiyans. In the film itself, Turles says that he looks like Goku because they are low-class and because the low-class don't have many distinct physical looks.
Turles is shown to be a merciless, prideful and confident individual. His cruel treatment of Gohan proves that he cares little to nothing for others, shown again when he casually dismisses the deaths of his loyal subordinates at the hands of Goku. As such, his lack of empathy was such that, when Goku accuses Turles of not knowing the difference between good and evil, Turles reveals he has a firm grasp on what good and evil is, yet he doesn't even care about it. As with many other villains before and after him, his main objective is to conquer the universe, though he plans on doing so by using his Tree of Might, even if it means killing billions of innocent people in the process. He also seems to find pleasure in seeing others suffer, as to how he laughed when Goku was being attacked by his own son. According to Old Kai in Xenoverse 2, Turles' heart is essentially a "ball of pure evil" which makes sense as he is essentially Goku's polar opposite as Goku is known to possess a heart that is pure good. It also makes sense as Turles understands the difference between good and evil yet chooses to do evil.
Turles appears to have some modicum of respect for his fellow Saiyans, with his even implying that, once he establishes the Turles Crusher Corps. HQ at the Frieza Race's homeworld upon exterminating them, he would rebuild the Saiyan civilization there in Dragon Ball Xenoverse 2. He also refused to believe that Kakarot had been killed as a child. According to conversations with Nappa, Raditz and Vegeta in Xenoverse 2, he was a low-class warrior and troublemaker who never learned to follow orders, which apparently led him to desert the Saiyan Army during some secret mission as Raditz and Nappa attribute his survival to being away during that mission and apparently its secrecy, as well as the Genocide of the Saiyans, prevented Turles' desertion from being discovered as Raditz and Nappa believe he still hadn't completed it unaware he had deserted the Saiyan Army to form his own rival organization and planned to one day overthrow Frieza and possibly the Saiyan Royal Family before the Genocide of the Saiyans made it a moot point. Given his desire to overthrow Frieza, he may be aware of his role in Planet Vegeta's destruction or at least suspected it as Vegeta did in the anime. Turles retains notable pride in his Saiyan heritage, not unlike Prince Vegeta and Raditz. This may explain his disgust towards strong warriors (especially Saiyans) who show compassion towards those weaker than themselves (shown when he told Goku he should have raised Gohan better regarding the boy's friendship with Icarus), a belief that was common among the Universe 7 Saiyans during the reign of King Vegeta.
Turles' deep beliefs in the power of evil present the idea that all Saiyans are inherently evil in nature. The mix of Turles's evil and ambition led him to discover the Evil Saiyan form, as well as ally with Fu during the events of Super Dragon Ball Heroes, where Turles wished to become the King of the Saiyans as well as the strongest among the race. During his fight with Vegeta and Cumber, he attempted to prove this dark philosophy to the prince by infecting him with the same Evil Aura he and Cumber were wielding, but was shocked when Vegeta overcame the aura and controlled it with his own power. As a result of his defeat at Vegeta's hand, he chose to follow along with his philosophy on Saiyan pride, which resulted in Turles gaining a grudging sense of respect for Goku and Vegeta as he saved them from the Crimson Masked Saiyan and gave them the Three Star Dragon Ball at the cost of his life. This newfound Saiyan philosophy of pride over all was later emphasized by Turles when he took down Super Saiyan 3 Raditz during the Super Space-Time Tournament. During the events of Dragon Ball: Plan to Eradicate the Saiyans, Turles was brought back by Dr. Lychee's hatred-powered computer and was not completely himself, evidenced by the peculiar Tuffle-fueled hatred for his own race.
Turles has a warped interest in having Gohan join him as he recognizes the boy's true potential much like Garlic Jr. did in Dead Zone. He even seems to ignore Gohan's half Saiyan status, though he may be unaware the boy's mother is not a Saiyan given that Gohan is the only hybrid born with a tail which may cause Turles to mistakenly believe he is pure Saiyan, or Gohan's great potential makes him simply overlook this fact. However, he does not care at all for Gohan's wellbeing and presumably only wishes to use his power for his own benefit given his cruel treatment of the boy and willingness to kill him if need be. Additionally he is shown to potentially view any Saiyan or powerful warrior he encounters as a potential underling or partner, given that he tends to try and recruit those he encounters such as Gohan and Future Warrior in Xenoverse 2, even stating that fellow Saiyans should work together, indicating his seeking out potential Saiyan allies may be driven out of a desire for Saiyan camaraderie which he may miss from his days as a member of the Saiyan Army. Due to his Saiyan pride, even though he himself is a Saiyan Army deserter, he considers Kakarot a traitor to the Saiyan race due to Goku's rejecting the violent planet conquering ways of the Saiyans and his compassion for the weak. This makes Turles similar to Raditz, as they both despise Goku's compassionate views.
He seems to hate Frieza and his race, the latter to genocidal levels, as it was implied that part of the reason why he and his Turles Crusher Corps. tried to plant the Tree of Might and eat it was so they could challenge Frieza in a fight and defeat him, and when completing the training of a Saiyan Future Warrior in Xenoverse 2, he makes clear that he intends to find the homeworld of Frieza's race and exterminate them, including Frieza himself, and then use their homeworld as the headquarters for the Turles Crusher Corps. Ironically he shares some traits in common with Frieza such as his sadism and even his desire for immortality which he seeks to acquire in Xenoverse 2 using the Namekian Dragon Balls, believing that with immortality and the Fruit of the Tree of Might, he can defeat become strong enough to defeat Mira and Frieza to conquer the universe.
Interestingly he does seem to possess some respect for his ally Lord Slug, though has no desire to share control of the universe with him unless he was willing to work under him though he notes that fellow wanderers like them should stick together indicating he sees Slug as a kindred spirit as they are both members of their race who embrace evil. He retains his desire for Gohan to join him though after eating the Demon Realm enhanced Fruit of the Tree of Might he reconsidered the idea after asking Gohan to join him as he states he'd be a fool to take on the child of the traitorous Kakarot as he is just not that desperate indicating he sees the folly of trying to recruit the son of Goku who rejects his violent Saiyan Heritage. However even with Saiyans who share his evil nature and views, he may choose not to ask them to join him especially if they look down on him which is likely due to it being a reminder of his time as a low-class soldier, thus explaining why he never sought out the other known survivors Prince Vegeta, Nappa, and Raditz as he likely knew full well of the Saiyan Prince's elitism would make it unlikely for him to view Turles as anything but a low-class warrior and had no intention of serving under Vegeta as Nappa and Raditz did. He has demonstrated contempt for Goku, referring to him as a low-class warrior, despite being a low-class warrior himself. He also shows some resentment toward elite warriors, as in Raging Blast 2, when he defeats Nappa, he will remark that he expected more from an elite warrior. This suggests that Turles is very bitter about his own status as a low-class warrior and detests elite Saiyans for looking down on him, yet still enjoys ridiculing other low-class Saiyans for being weaker than him.
Additionally despite his evil and violent Saiyan nature, he does possess a certain among of calmness and restraint even refusing to utilize his Great Ape form due to his inability to control himself despite the form's power and approaches situations more methodically even playing the role of peacemaker when Lord Slug gets into an argument with Mira in Xenoverse 2 preventing a fight so they can get down to business and prevents their alliance with the Time Breakers from falling apart due to in-fighting, a trait which is somewhat rare among Saiyans due to their aggression and love of conflict making them more prone to joining in and starting a fight. This calm and methodical approach also serves as an evil analog to Goku's calm laid back personality. Presumably, it is this calm methodical approach that has allowed him to survive despite his low-class status due to it making him less prone to recklessly charging into battle and more careful when dealing with those stronger than himself such as Frieza or Mira. He sees the Legendary Super Saiyan as a loose cannon in Xenoverse 2 as he believes true Saiyan warriors have finesse, a belief the evil Legendary Super Saiyan himself disagreed with, countering Turles’ views by asserting that Saiyans only truly care for battle. This belief in finesse likely explains Turles' tendency to be more methodical. However, as with most villains, his sadism and arrogance tend to get the better of him, which causes him to overestimate himself and underestimate his enemies at times.
Additionally in contrast to Goku who prefers to train to grow stronger (though Goku will occasionally use other methods such as the Ultra Divine Water and Super Saiyan God ritual if he needs to acquire more strength and power than normal training would allow or to acquire it in a timely manner), Turles prefers to utilize the Tree of Might and its Fruit as a shortcut to increasing power and is willing to destroy as many planets as it takes to grow the Tree of Might in order to gain its strength enhancing fruit. In Xenoverse 2, his desire to take revenge on Goku, causes him to become willing to risk trusting a Demon like Towa with altering the Fruit itself just to increase the amount of power it grants yet failing to foresee that she would taint the Fruit to use him and Slug to test new spell. The power granted by the fruit also makes him arrogant as he believes that he can simply surpass those stronger than him by consuming the fruit which leads to his defeat when Goku used the very energy that the Tree of Might had drained from the Earth to create a Spirit Bomb destroy both Turles and the Tree itself, thus it was his own source of power that leads to his defeat. However, he apparently did not learn from said defeat given that he had Towa augment the fruit after the Time Breakers had rescued him from death and assist them in wrecking havoc through time. However his brush with death did cause him to seek immortality via the Namekian Dragon Balls indicating he attributed his defeat to his own mortality, believing he could defeat any foe once he possessed both immortality and the enhanced Fruit of the Tree of Might, though this too ultimately lead to his defeat at the hands of the Time Patrol. Despite Towa's betrayal he believed that the Supervillain power-up was a mistake on her part as he felt that he could defeat her, Mira, and Slug after dealing with the Time Patrol despite learning that this strength had shaved off some of his own lifespan, though presumably he unconcerned by this as he believed immortality was well within his grasp. When Vegeta bluntly tells him after Turles' attempt at corrupting the Saiyan Prince backfired that he should train if he had any Saiyan honor left, Turles seemed to consider the idea due to it meaning he'll be back to being a low-class Saiyan. Ultimately, Turles accepts his place as a low-class Saiyan and saves Goku and Vegeta from Goku Black, even smiling before being destroyed by Black.
He is considered a low-class Saiyan warrior, which is ironic due to Turles' base power level being higher than that of other Saiyans of that tier though likely due to eating the fruit from the tree. He is able to effortlessly beat Piccolo whose power level was at 18,000 (the same as Cui's and Vegeta's during the Vegeta Saga) even blocking his Special Beam Cannon with the palm of his hand and saying it only hurt a bit. Turles also referred to Great Ape Gohan as not being a match for him, and Goku feared that Turles' Kill Driver would kill Great Ape Gohan. When Turles battles Goku, he is unnerved as he calculates Goku's power level at 30,000 and notes that it is skyrocketing compared to what it previously was. Goku initially has an edge; driving him back, though Turles is able to fend off Goku's assault.
After eating another of the Fruit from the Tree of Might and having his power amplified many times over, Turles easily defeats Goku even when he's using Kaio-ken x10, which would place his new power over 300,000. He then goes on to easily beat Piccolo, Tien Shinhan, Yamcha, Krillin, and Chiaotzu and destroys Goku's Spirit Bomb - which possessed what was left of the planet's energy.
Turles also eats another fruit after this, possibly boosting his power to even greater heights (though the energy from the fruit was being taken by Goku - so it may have not powered up Turles at all). Turles is ultimately bested by Goku's second Spirit Bomb - formed from the energy from the fruit of the tree (a Super Spirit Bomb according to King Kai in the dub).
Anime & Manga
In the anime version of the Universe Creation Saga, when confronted by Bojack, Turles matches him evenly. When fighting Goku, he manages to be fast enough to catch him in a choke-hold after a diversion blast, and with a power-up from the fruit of the Tree of Might, is able to hold his own against Goku in Super Saiyan Blue form. In the manga Turles (who has become far more powerful than before thanks to eating many fruits of the Tree of Might) starts out on par with Super Saiyan God Goku - but upon powering up further thanks to the Universe Tree forces Goku to turn Super Saiyan Blue, to which Fu stops the battling, noting Turles will be no match for Goku.
In the New Space-Time War Saga, Turles, alongside Super Saiyan 3 Full Power Cumber, is able to hold an advantage over Super Saiyan Blue Vegeta. Upon attaining the Evil Saiyan state, he fights evenly with Cumber, with neither of the powerful warriors able to gain an advantage. He is swiftly defeated by Vegeta after the Saiyan harnesses the darkness of the Evil Aura.
In the Plan to Eradicate the Saiyans, Ghost Turles is able to put up a fight somewhat against Super Saiyan Teen Gohan.
Statements by authors and Guidebooks
The movie pamphlet states that Turles has a power level of 19,000. After eating a piece of fruit of the Tree of Might, Turles' power level increased dramatically; over 300,000 according to the movie pamphlet.
It was stated by Takao Koyama, that when making Dragon Ball movies was that the next movie villain that Goku fought would always have to be at least stronger than the previous villain Goku fought. Thus, Turles was stronger than Dr. Wheelo but weaker than Lord Slug.
In several video games, Turles is shown in his Great Ape form, since this state amplifies it's users power by 10x base form, Turles' power would grow much higher thanks to the power he gained from the Tree of Might. Though like Goku, Turles is unable to control himself while transformed, explaining why he destroyed the Power Ball to prevent himself from transforming after he used the Power Ball to transform Gohan in the film.
In the Plan to Eradicate the Saiyans game Ghost Turles and the other Ghost warrior are able to hold their own against the Z Fighters but are ultimately defeated.
In Xenoverse 2, Turles is shown to be strong enough to give Goku and the 2nd Future Warrior trouble during the Saiyan conflict, but he chose to flee when the original Future Warrior shows up, indicating that he wasn't strong enough to take on all three of them. Later during the Battle on Planet Namek, Turles helps Ginyu steal Goku's body and teams up with Ginyu in Goku's Body in order to kill Goku in Ginyu's body, taking advantage of Goku's weakened state. However, the 2nd Future Warrior manages to protect Goku and defeat Turles. Later on Turles attempts to use the Namekian Dragon Balls to wish for Immortality, confident that with both an immortal body and the Fruit of the Tree of Might, he will become strong enough to defeat Goku, Frieza, and Mira allowing him to rule the universe. However, he is stopped by Slug who also possesses the same desire. Turles is later forced to declare a truce with Slug when the 2nd Future Warrior arrives to help Gohan and Krillin reclaim the Namekian Dragon Balls. Both he and Slug eat the Fruit of the Tree of Might (Demon Realm) granting them the power of Villainous Mode. Making them much stronger than before but the Warrior manages to hold their own despite this. However, Turles notices the Fruit had been tainted and the dark energy in their bodies swell causing them to power up even further. Towa appears and reveals that she used them to test a new spell that increases power in exchange for shaving off some of the recipient's life span. However, Turles is happy with his newfound power as he believes it will allow him to defeat the Mira and Towa after he deals with the Warrior. While it makes both him and Lord Slug power enough to go toe-to-toe with Xeno Trunks (Base form) and the 2nd Future Warrior, they are ultimately overpowered and defeated by Xeno Trunks and the Warrior's combined energy wave.
During the Warrior of Hope Saga, Supervillain Turles is able to fight against Super Saiyan Blue Goku, Super Saiyan Blue Vegeta, and the Future Warrior while fighting alongside Supervillain Rosé Goku Black though he is ultimately outmatched and defeated by the combined might of Future Warrior and the two Super Saiyan Blues.
The Tree of Might..
One night as Bulma, Krillin, Oolong and Gohan are out on a camping trip, an unknown cosmic object heading towards Earth, crash lands in the forest nearby, causing a fire. While Gohan and Krillin are successfully able to rescue the forest animals, including a small dragon named Icarus, and put out the blaze, the forest is still left in ruins. They decide to gather the Dragon Balls to ask Shenron to restore the forest to its original state. Later, the cosmic object that crashed and caused the forest fire earlier reveals itself to be a probe and scans the environment. The information is relayed to an unfriendly group of aliens under the leadership of a Saiyan. They determine that the planet Earth's soil is suitable for growing the Tree of Might, a plant that sucks all of the nutrients out of the planet on which it was planted and leaves it a desert, and so they head directly for Earth.
Icarus, having not returned to the forest, follows Gohan back to his home much to Chi-Chi's fury who says that he can't keep it and demands he take it back to the mountains. Goku, however, shows Gohan a small cave nearby where Icarus can reside. The unknown band of aliens, having now arrived on Earth, plant the seed in the area which the probe had previously landed. The explosion they cause wrecks the new cruiser Yamcha and Puar are flying in. The seed soon grows quickly into a tree of monstrous size, laying waste to a large portion of the area within its vicinity.
Back at Goku's house, Krillin, Bulma, Oolong, Yamcha, Puar, Tien Shinhan, Chiaotzu and Master Roshi have all gathered for dinner with Goku's family. While Yamcha tells everyone about his wrecked cruiser, Goku is suddenly contacted by King Kai, who informs him of the Tree of Might and the danger it possesses. After Goku tells the others, he, along with Yamcha, Krillin, Tien and Chiaotzu, head out to destroy the tree. However, Chi-Chi forbids Gohan from going along with them. At the tree, the group use their energy attacks to try and destroy the tree, to no effect. Goku, sensing others nearby, is then confronted by the aliens, known as the Turles Crusher Corps., whilst their leader watches from inside the spaceship. Soon after the battles ensue with Tien and Chiaotzu facing off against twin brothers Rasin and Lakasei, Krillin taking on Amond and Yamcha taking on Cacao, though the Z Fighters struggle against their opponents. Goku ends up taking on both Daiz and Cacao simultaneously, blasting them away with a Double Kamehameha.
During the ensuing battle, Chiaotzu is rescued by Gohan, who had just arrived after disobeying his mother, and demonstrates his incredible fighting skills by easily taking out Lakasei. He is then encountered by the aliens' leader, Turles, a low class Saiyan who bears a striking resemblance to Goku. Turles gives Gohan a choice to either join him or die. Gohan refuses to join Turles and is saved in time thanks to the arrival of Piccolo. However, Turles ambushes and blasts him from behind, having Gohan where he wants him. He notices Gohan's regrown tail and creates an artificial moon, forcibly turning Gohan into a Great Ape and then immediately afterwards destroys the moon so he himself would not transform too.
Goku, seeing that Gohan is in trouble, goes to help him and attempts to reason with Gohan, but it is no use and soon Goku is almost crushed to death in Gohan's hand until Icarus arrives and calms Gohan down. But when Turles attacks Icarus, Gohan is angered and turns on Turles, who fires an attack at Gohan. Before the attack can make contact, Goku manages to cut his son's tail off to revert him to his normal state. Cradling a naked Gohan in his arms, Goku promises to defeat Turles. Turles' henchmen arrive, having defeated the other Z Fighters, then attack Goku, who uses the Kaio-ken to quickly kill them while Piccolo unsuccessfully fights Turles again. Goku and Turles then fight, with Goku having the upper hand until Turles pushes his power further by eating a fruit from the Tree of Might. With his newfound power, Turles dominates Goku and beats him to the point that he is no longer able to fight, even after using the Kaio-ken x10.
With encouragement from the others, Goku begins gathering energy needed for the Spirit Bomb while the other injured Z Fighters, except a still-unconscious Gohan, try to buy Goku some time, though they are quickly defeated. Despite gaining energy from the people of Earth and launching the Spirit Bomb, Turles is able to counterattack with the Calamity Blaster, neutralizing Goku's attack. Due to the Tree of Might absorbing the Earth's energy, the Spirit Bomb lacked sufficient power, so Goku decides to take energy from inside the Tree of Might itself. Eventually successful in recreating the Spirit Bomb, Goku fires it at Turles, who tries to counter with his own ki wave. He is carried up the trunk of the Tree of Might and destroyed along with the Tree when the Spirit Bomb explodes, releasing the absorbed energy all over the planet and its living things. With the terror now over and Icarus revealed to still be alive, the Z Fighters enjoy their time on another camping trip while Piccolo meditates peacefully near a waterfall.
